Can't remove page breaks

I'm using Excel 2019 for Windows.
I click File > Print to see the print preview.
I go back to the workbook, and every sheet has this vertical dotted line on the right. I click on Page Layout > Breaks > Remove Page Breaks. This did not remove the vertical line, so I select Breaks > Reset All Page Breaks. This did not work either.
What is the solution?
