Visual Basic Error when using Macros

Hello Community, I’m encountering a persistent issue with an Excel file containing macros provided by an agency. Domain users in our network receive a "File Not Found" error related to Microsoft Visual Basic for Applications, specifically indicating a missing *.tmp file in the local temp directory. This problem doesn't occur for local users or domain admins. Despite marking the file and its directory as safe and reviewing all relevant Excel GPOs, the issue remains unresolved.

we got some excel file with macros from an agency we work with.
On domain users in our network it brings this error:
Microsoft Visual Basic for Applications
File not found:
C:/users/(username)/appdata/local/temp/*.tmp
Those files mostly begin with VB*.tmp
This error doesn´t occur on local users / domain-admins
I have already worked through all excel gpos regarding macros and safety.
I have already marked the file as safe and also the network directory in which it is stored.
It also will not work when saved locally with a domain-user (it only worked once)
Maybe someone can help me.

- Cant't use macros on some old excel program made for win 7Hi, before anything i want to clarify that the excel sheet that im trying to use is in spanish. The sheet makes use of macros to modify some values and simulate the action potential of a neuron, i have tried to interact with the macros on the sheet and haven't been able to, some of my friends and myself need that specific sheet for some school projects (teacher wont let us use other simulator kek). I'm using Windows 11 x64 and i've tried: - Using older versions of office (i think 2003 was the oldest) - Using 32 bit version of excel, along with the older versions. - I've allowed macros on the file and new ones i download to test - Allowed all macros from the excel menu thingy. I was going to try and install the virtualbox for Windows 7 and try that, but i have no idea on if it would work.
