When AI deciphers a neural network's strategy from raw weights

A 17,253-parameter neural network plays Pac-Man. Give an AI model that network as plain tokenized text, and Astra, Opus 5.5, and Muse Spark 1.3 all decipher its strategy from the raw weights alone. Nobody writes essays about what specific weights do, so where does this skill come from? I'm leaning toward generalization far beyond what I expected, and it's freaking me out a little.
