Excel sorting data incorrectly issue

I want to sort a data set which contain age ranges 0-4, 5-9, 10- 14.. and so on.
Issue comes when 5-9 does not come after 0-4 and instead comes after 45-49 and before 50-54.

Issue: I highlight (select) my data range, cells C4:J57 (54 rows X 8 columns), but when I go to sort my selection by clicking the Data tab, the three Sort options are grayed out. This function works fine when I perform the same operation on other data ranges of many various sizes. I even copied this range to a new sheet (thinking it could be the actual spreadsheet) but I got the same result. It must be something in the range itself but I don’t see anything weird.
