I cant select certain cells

I have a Form sheet with various macros etc sitting behind it. It was set up so that the user could only select certain cells to enter data. At some point while designing this, something happened where I can no longer select certain cells. Hard to describe but even when my sheet is Unprotected, if I click on one of these cells that is playing up, it wont be selected and jumps to another cell. I cannot for the life of me figure out what has happened. See the attached video where I select other cells without issue but on certain cells it jumps straight to the large Additional Comments box.
