Pasting data into excel changes the affected rows color under conditional formatting rules

Example above showing my issue. I have a conditional formatting setup to change row color based on input but when i paste the data that I want this to be affected by, it changes what cells are able to be changes by the input. Below is rule in its original form, but "applies to" changes upon pasting data.
I would like the rule to change row color to be locked, and not based on what I paste, but I also just copy and pasted the rule from field F1 to the whole selection A2->F2, A3->F3 (etc) manually so I may not be applying it correctly. Thanks for your help.

I can highlight the cells in rows 13-24 and set them to have no fill. But when I type a value in any of those cells and tab or enter, the cell inherits the color fill from the section above, even if the row directly above it has no fill. - Paste Without Format NOT ctrl+VI looked everywhere but couldn't find a satisfactory answer (which probably means it doesn't exist). I am managing a shared excel file with people who will copy and paste information in and will be able to grab that information and do things with it. The issue, is every time they paste something it breaks my conditional formatting which is the main way I am able to sort through and organize what they give me. Is there a way to have the default past as paste without formatting because I can not control how they paste the information in. (No asking them to do ctrl+Shift+v will not work, please don't even recommend it.) If there are any other ideas on how to deal with this issue, please let me know. EDIT: NO CTRL+SHIFT+V I am not the one pasting these values in, others are! Conclusion: There isn't (currently) a way to do this, but the general consensus is to have them paste all the information into its own thing and then use power query to get the data I need.
