Can I freeze a row at the bottom of my sheet?

If you're looking to keep important information, like total cost savings, visible while scrolling through your spreadsheet, you might be wondering about freezing a row at the bottom. Unfortunately, traditional freeze panes functionality only allows you to freeze rows above and columns to the left of your current selection. This limitation can be frustrating when you want key data to be consistently displayed at the bottom.
I want a row at the bottom of my sheet to be frozen so I can display total cost savings at the bottom and have it always be visible. As far as I can tell, the freeze panes option only freezes cells above and to the left of the current selection, allowing you to scroll down or to the right with that row/column staying in place. Is there some way to freeze cells at the bottom of the sheet that stay visible when scrolling up?

On Teams, there is an excel file that has a line that is adjustable that prevents scrolling for anything above that line. When I try to set that line up on my personal Excel files on my computer at home, there is no such thing and the internet doesn't believe it exists. i can freeze the pane at the row I want, but it can't be adjustable.
