Is it possible to prevent conditional formatting ranges from breaking when you copy/cut data to and from the range?

I currently have a conditional formatting rule set up for range $1:$1. However, this will break (and subsequently cause a lot of lag) if I copy a cell from a different row and paste it into row 1, or cut a cell from row 1 and paste it to a different row. I'm aware this is because I'm pasting the formatting and that's overriding the rule. Is there a way to make Excel not do that?
I'm aware of pasting values not breaking the formatting; however sometimes there are things like borders which I want to copy over without having to mirror the formatting manually.

- Paste Without Format NOT ctrl+VI looked everywhere but couldn't find a satisfactory answer (which probably means it doesn't exist). I am managing a shared excel file with people who will copy and paste information in and will be able to grab that information and do things with it. The issue, is every time they paste something it breaks my conditional formatting which is the main way I am able to sort through and organize what they give me. Is there a way to have the default past as paste without formatting because I can not control how they paste the information in. (No asking them to do ctrl+Shift+v will not work, please don't even recommend it.) If there are any other ideas on how to deal with this issue, please let me know. EDIT: NO CTRL+SHIFT+V I am not the one pasting these values in, others are! Conclusion: There isn't (currently) a way to do this, but the general consensus is to have them paste all the information into its own thing and then use power query to get the data I need. - How to stop data in new cells from inheriting formatting from previous rows?I have a sheet where certain rows / columns have fill colors applied to make things easier to read. For example: Rows 1-12 (Jan - Dec 2025 ) have a fill color. Rows 13-24 (Jan - Dec 2026) do not have any fill color with the exception of column B, which has the manager's name. I can highlight the cells in rows 13-24 and set them to have no fill. But when I type a value in any of those cells and tab or enter, the cell inherits the color fill from the section above, even if the row directly above it has no fill. There is no conditional formatting in use on the cells/rows in question.
