Does it exist a time format that doesn't require to always write the two points?

I'm creating a new sheet for the shifts schedule at work and I'm trying to figure out a way where when I insert a number in the cell, it gives me the hour and the minutes only (ex.: 14 becomes 14:00 and 14:30 also becomes 14:30). The cell format is hh:mm but when I insert just a number without the two points, or the minutes, it automatically convert the number into a date, even if it's set as an hour. Is there a way to do this or am I doomed to write every time the exact time?

- Change the number format correctlyI accidentally entered the time as "3:04" using the "Number" format, with minutes first, followed by a period, and then seconds. If I change the number format now to "[h]:mm:ss", the numbers change because Excel recalculates the date. I’ve already entered 830 rows, and it would take hours to retype everything manually. - Time In Lieu SpreadsheetHey All, I have used Google Sheets forever but my new job uses Office and I am struggling with some of Excel's functions. I'm trying to create a spreadsheet that tracks my time off in lieu (TOIL) so I know where I'm at. I've created the bare bones of the spreadsheet ash shown in the image but I need help cleaning it up. Ideally I would like to have all of the time columns (B:H) only have hh:mm format and then all of the 0:00:00 values that haven't been used not to be shown. In cell L1 I would like it to show the most current level of TOIL, again in hh:mm format. Is this possible or am I asking too much of Excel?
