Share permissions keep changing, how can I stop it?

Our take

If you're experiencing constant changes to share permissions in your Excel file, it can be frustrating, especially when collaborating with external users. To maintain your desired settings and prevent unauthorized changes, ensure you’re adjusting the file's sharing options correctly. Start by setting the appropriate permissions in the Share settings, then save your file in a compatible format to lock in those changes. If the permissions are still reverting, consider checking for updates or consulting Excel’s support resources for a more stable solution.

I have an excel file that has to be shared with people outside my organization. When I save on excel it changes the permissions and the people outside of my organization lose access. How do I reserict that from happening?

I would like to set it to this:

But it continually reverts to this:

How do I set it to not change from my choice?
