Trying to create a box and whisker (?) chart without the box.

The above is what I am trying to re-produce in Excel. I have the data set for each football league, and the ELO Rating for each club in that league.

Column A = League

Column B = Team

Column C = ELO rating

No matter what chart type I use, I cannot get the data to display like above. The closest I can get is 'Box and Whisker' and then tick 'Show Inner Points', but this still leaves the Box and the minimum/maximum values that I don't want. I just want the data points on their own like above.

Please help.
