Excel Online... is there a way to stop users from deleting rows/columns but still allow them add and delete text from cells?

Ok, I'm pretty stuck on this one and am not sure why.
I'm using Excel Online (yea, I know... it sucks). I'm attempting to create a filterable table in A1:M1000 that users can enter data into. Where I'm stuck is this... I want users to be able to enter/delete (delete by selecting an entire row and hitting 'delete'), use drop downs, and filter A:M all within that range. I do not want them to be able to edit anything outside of that range (so N -> beyond and 1001 -> beyond) AND I do not want them to be able to add or delete rows/columns across the entire sheet.
My hiccup is coming here... how do I lock the sheet while allowing users to add data to A1:M1000, select a row and hit 'delete', but NOT add or delete rows/columns? I've attempted to lock the entire sheet but unlock A1:M1000; however users then cannot select and entire row and hit delete.
Anyone have any helpful tips for this?

- New cells added to a protected sheet will not lockI created a worksheet that required me to lock certain cells. The worksheet needed editing so I removed the protection so I could add additional columns. One of the two columns needs to be protected, while the other needs to be unlocked for data input. I made the unlocked range in the mange protection window and resumed protection on the worksheet but all new columns remained unlocked. All original cells on the worksheet (before the new colums) still lock and those that were put in an unlocked range remain unlocked. I am predominately working in the browser mode. I have used the desktop app to make sure all cells are locked in the fromat cells > protection settings. - Difficulty with checkbox and hiding rows.Admittedly I’m not great with excel. But I’m trying to setup excel in a way for people to simply click a checkbox on Sheet1, that would automatically filter or hide rows on sheet2, sheet3, and sheet4. Specifically I want to set it up so anyone in the field can open mobile excel on their phone or iPad, simply scroll down an input page with all options available, and quickly click checkboxes for items the customer needs. It will automatically fill data in on other sheets for all the formulas and outputs. And then hide rows on a summary page for the boxes that were not selected. Similarly, hide rows on an “estimate” page so the only rows displayed are the ones clicked. So all the field guys need to do is open mobile excel on their iPhones, click a few checkboxes, and the summary and estimate page will only show rows that were clicked on the input page. - Input tool for multiple usersSorry if this is a dumb question,but I've taken over a project at work for a major offer we are running. The project manager has built a tool that has an input where frontline staff enter an ID number and it tells them whether the person associated with that ID has benefited from the offer before. It's been vetted for data privacy and accuracy, but I'm pretty sure it is unusable. The plan was to upload it to an intranet SharePoint site for use for thousands of frontline users, include it in training. If I'm not mistaken, I don't believe there is a way to fully lock it down so it can't be edited, and even if you can leaving just one input cell, I'm not sure there are ways to have multiple users use it at the same time without seeing eachothers inputs.
